Qualcast Classic 35 won't start,any help please?

I have a qualcast classic 35s and can't make it start,
it has fresh fuel,spark plug sparks and the airfilter is clean. Any ideas what I need to do next???

thanks John, I have done as you say, it does fire up but dies once the fuel burns.
I have cleaned carb,and air filter and choke and everything I can find,but no fuel goes past the carb. Hmmm, it seems to suck air but that is as far as it goes.They were chocka with muck.
Any other ideas...

Take the plug out and see if its wet....if it is, the engine is flooded and should be cranked over a few times to clear it. If the plug is dry, tip a little raw fuel down the plug hole and see if it fires up....the chances are either the choke isn't working or the carb needs a clean.
