Easiest way I found was to cut off the plastic part of the old impeller with a 4" angle grinder, then grind off the metal insert within the old impeller on one side so that it is really thin and weakened, then use a large straight crow bar with a flat end and hammer that with a club hammer to lever it off, also used lots of WD40. when grinding off the metal of the old impeller, careful not to grind too deep so as not to damage the shaft.

After you remove the blare retaining bolt, in theory the impeller just slides off. In practice of course it will be well nigh welded on with years of corrosion and crud....

If you can't shift it with the use of a couple of tyre levers or similar, you will have to adapt a puller. You may have to resort to drilling and tapping a couple of holes in the impeller, and installing some bolts to pull against (if the impeller is a castng). If it's plastic, you will have to make a couple of hooks to go through the holes you will have to drill (as near to the hub as possible) to pull on.
