The Engine brake does not engage on my Briggs and Stratton?

The Engine brake does not engage on my Briggs and Stratton and therefor the mower won't stop when started, I have even resorted 'unwisely' to disconnecting the sparkplug lead to no avail.

their is a kill wire hooked up to the brake that should off the engine.the linkage may be binding and need lube sprayed on it to get working.check to make sure cable is free and moving cable going to brake may need replaced.to check brake linkage the covers will have to be removed.also check the kill wire when covers are off to make sure it is not broke.it might be a good idea to have this checked by a dealer because this a safety feature the engine is suppose to in a matter of seconds.
