You should be able to get keys cut if you can find a locksmith who has the Piaggio software for the key codes on computer. you will be able to replace the ecu with a non chipped one but you won't have any immobilser.
I'm not sure where you can buy the ecu (possibly ebay) but if you leave a post on this forum for Adam bike doctor, he is excellent at sourcing stuff like that. The alternative is a new lockset & ecu which costs a fortune or 2nd hand if your lucky.
