my boiler makes a tinny noise. could it be a stabaliser?

Probably the noise is coming from the heat exchanger...when boilers get on a bit, they often produce a 'kettling' sound (as its known in the trade) due to scaling. There is a solution that can be introduced into the system that can help this.
