I have a 33cc 1999 Homelite 14in saw, runs but wont top out?

I have a 33cc 1999 Homelite 14in saw, runs but wont top out. Idles fine, spools up but will not get the RPM to cut wood. It seems to be a very low Hr saw. Any help would be appreciated.

try adjusting the high rev adjustment needle on the carb, if this fails to sort it there could be blockage in the carb,
