I tired the above and once I hit the Press the (at/TM) Button after entering the rate it gives me an E for error

Tax Rate Programming
Turn the mode switch to the Z/PGM position and use the following sequence to program the tax rate:
Type (9)
Press the (#/SBTL) Button
Enter Tax number(1-4)
Press the (at/TM) Button
Enter R = Tax Rate
Press the (at/TM) Button
Enter Q = Minimum taxable amount
Press the (CA/AT/NS) Button

where R and Q represent the following.
R: Tax rate (0.0000% to 99.9999%) x 10000
Enter the rate in 6 digits (leading zeros may be
omitted). If the rate is fractional (e.g., 4 3/8%), it
should be converted to its decimal equivalent
(4.375) before entering.
Q: Minimum taxable amount (0.01 to 99.99) x 100
Smallest amount for which tax must be collected. In
some states, sales whose amounts are less than the
minimum taxable amount are not subject to tax. If
amounts $0.01 to $0.10 are not taxed, the value of
Q would be 11 (for $0.11), the lowest of the first
taxable category.
