Cannot remove bath tap to replace washer?

My bath taps are chrome with no obvious cap on the top or retaining screws, and probably over 20 years old. I called a plumber to fix the leak and despite his best efforts he was unable to dismantle the tap and so suugested cutting the pipes and replacing the taps. I dont mind replacing the taps but any suggestions on how to remove/unseize or prise them off?

I just have had the same problem, when i prized of the red coloured insert in the tap head & i was surprised to find no screw was no screw but there appeared to be a clip of some sort that lay on the top of the spindle
I simply pulled to the head upwards to remove it
mind you it took a wee bit of tugging to get it moving
changed the washer replaced the head job done
