What is the correct setting for the flow thermometer on a combi boiler?

I have a vailant VCW GB 242 EB. THe Flow thermometer is as low as it can be and I was wondering if this is correct. It not, what should it be and how do I fix it.

The thermometer is broken, it would need to be replaced. It is only an indicator for the temperature and doesn't make any difference to the operation of the boiler.
