My washer draw is not releasing the fabric conditioner?

After every full cycle I notice that the fabric conditioner is not being using. I've removed the draw lots of times to clean and rinse through but it never seems to remedy - any suggestions what it could be? and how I can sort?

Fabric conditioner is flushed out of the draw by a different water valve than the one which filled the machine to start the wash. Your machine probably needs a replacement solenoid controlled water valve.
These valves are just under the toplid and are easily replaced. Just make sure you turn off both the power and water supply before tackling this job
