What's wrong with my lawnmower?

I have a Turf Pro riding lawnmower. When I crank it, it idles high but even when I place it as high as fifth gear it moves very slowly and starts to sound as if it's going to cut off. I cleaned the filter, it's obviously not the battery,and I'm clueless when it comes to the engine. Any suggestions will be greatly appreciated.

Make sure the oil level is correct.
It may be the brake dragging and lugging it down, or possibly an overtightened belt.
