low brake vaccuum range rover 200 series 2.5 tdi?

1993 range rover 2.5 tdi 200 series with low brake vaccuum. New servo and vac pump fitted.
Any ideas?

might be valve on servo at end of pipe or valve on vac pump if it has one where pipe goes on.
