windscreen wipers?

the wipers on my 94 corsa only work on the fast speed and do not park when you turn them off, its just failed its MOT on this.I have checked the motor and the relay which seem to be ok, but if you take the relay out (i am sure it is the right one) the wipers still work, that cant be right can it, any help please
