how to diagnose beko dvc62 problems?

my beko dvc62 oven isnt heating up at all,ive taken out the element and it looks ok.how can i tell if its the element or thermostat that needs replacing?

put a multimeter across the element and see if there is a resistance across it.around 25 ohms
