Honda Dylan will not pull over 40 mph?

New drive belt rollers air filter etc. fitted, Engine still hesitates at around 40 mph and will not pull up hill,
Any ideas? I've checked the carb diaphragm also.

most like it seems your baffles are loose in your exhaust.

Was it ok before fittng these parts. Sure you have but have you checked your engne Oil?
