murray mower surging?

I have a Murray model 20415x8d 4 horsepower mower that recently started surging. I took of the air filter and noticed it has much oil on it.I have put new gas in it;but no help.This mower was given to me so i don't know the maint.history.Thanks for any advise!

The air cleaner is SUPPOSED to be impregnated with clean motor oil to capture dust and debris. Read your manual.

There is no way tipping the mower would put crankcase oil into the air cleaner.

The motor is surging due to a fuel starvation problem - basically the carburettor needs to come off for a thorough clean. Keep the oil level exactly correct and avoid tipping the machine over to prevent oil from entering the air cleaner.
