Why does my Briggs & Stratton Soverign 35 runs very rich?

My Briggs & Stratton Soverign 35 runs out of fuel very quickly, the spark plug is black after each run, and the engine seems not to have much power, although it will start easy enough. I have cleaned the air filtre, thinking this would suck more fuel if blocked. The carburetta looks clean and all gaskets seem to be ok. What can I do?

Change the carb diaphragm. Guaranteed fix - costs about £2
