poor breaking on saxo 1.1?

how do i fix the rear brakes on my saxo as it does not work but the handbreak works could anybody tell me the problem plz

If the handbrake works, but the pedal has no effect on the back, I guess the wheel cylinders have seized up...unless there is a fault with the load compensating valve on the rear axle - if there is one. Very unlikely though.
