I have having problems starting my volkswagen caddy?

My volkswagen caddy does not start.

There is no fuel supply to the engine. I have changed the fuel pump relay also.

All the parts seem to be in perfect order.But it does not start.

What About the solenoid on the fuel pump is that functioning ok?
