I don't own an "as610ct". Generally how the shredder work is that when a paper is fed throw the shredder slot, it activate a rocking arm inside. The rocking arm in turn activate a limit switch. The limit switch will allow electricity to pass throw to run the motor.
To solve your problem, put the shredder in "reverse mode" (if there is a reverse function on the shredder) to clear the paper path. Also, unplug the shredder and manually clear any paper bits that has been trapped. Also check if the rocking arm is functioning properly. The arm may be stuck in a "Paper feed throw" position. Finally the "limit switch" may be sticky and need to be cleaned. You will have to open the shredder to access this part.
