Troy Bilt Lawn Mower?

We have a troy built lawn mower LTX-1842. With a new battery, it still will not crank...even with jumper cables. Does the brake have anything to do with it cranking?

you also have to have the PTO disengaged.

I have one of these mowers.
On mine you need to keep your foot on the top right pedal while cranking. This means to keep your foot on it, turn the key to start, and after several seconds my mower engine starts to turn over. Just an odd thing for these models. Just try it.
