The important adjustment screws - assuming that the carburettor is clean and in good condition of course - are marked L (for low speed running) and H (for high speed running). Turn both in fully, and then back out for 1 full turn. The other screw is a tickover speed screw that physically touches the metal throttle linkage. Make sure the air filter is clean too.
