Does a tiger loop need to be fitted higher than the boiler

Unless you have bought a special internal model, a Standard Tiger Loop MUST ONLY BE FITTED OUTSIDE OF THE BUILDING, With a Two pipe circulation between it and the burner oil pump (don't forget to fit a By-pass Plug, or remove the horseshoe washer --depending on the type of oil pump) otherwise it won't work

No, but the pump must be suitable for two pipe operation. Level with the bottom of the boiler is usual, but you must refer to the manufacturers instructions for the correct installation.
