hotpoint tdc will not heat?

hotpoint tdc30 220 volts going to elements but no heat
elements seem to have ok resistence safety cut outs ok

when testing make sure to advance timer more than 20 mins as the last 10 -15 mins of a cycle is a cooling down peroid with no heat. also check that the drum is actually turning.
