fuel problem?

hi ,
I,ve fuel problem , i put raw fuel in carb , eng fires up for 20 secs. carb trouble? please help. engine has plenty compression, mixture is correct, i suspect somebody has been mucking about with it,even if i could get the correct carb drwg. it would be helpfull.
