Dis-Assemble Electric PTO?

I have a John Deere L120 and the Electric PTO suddenly stopped working. I checked everything and found the I am getting approx between 13-14 VDC when the pto switch is engaged and 0 when it si not, so I assume the PTO is bad. I had found a forum where someone said it can be re-built at an electric motor shop for around $50 as opposed to buying a new one for $150. I have the PTO off the tractor but cannot figure out how to dis-assemble it further without drilling out the rivets where the (what appear to be) brake pads are that stop it when dis-engaged

The rivets do indeed have to be drilled - and re-installed. That's why it needs to be professionally done. Sorry - but there's no alternative to calling in the professionals (apart from buying a new unit).
