How can I stop (G-1030ST Kenwwood Sream Generator Iron) Light From Flashing?

HAVE REPLACED FILTER ON ABOVE MENTIONED STEAM GENERATOR IRON BUT IT STILL FLASHES,ANY ADVICE WOULD BE ARRRECIATED.

The problem is as i have just found out .!! is that the heater element is not heating up!!!
i had changed the filter/pump/relays etc!!!
Still showing standby !!!!
That is the problem..
The one inside the main unit *NOT* the one inside the iron.
i cant find one anywhere to replace it.!!!! :-(
