Hotpoint Aquarius WF320 does not move from Wash to Rinse & Spin?

Our Hotpoint Aquarius WF320 does not move from Wash to Rinse & Spin, there is no water in the drum and it continues to rotate as if it were still in the Wash part of the cycle.
