there are two tiny electrical wires (one black and one white) located close to starter cord pulley and lever for opening and closing fuel. the white wire got disconnected. not sure where it is supposed to connect. the black wire is still connected. is the white disconnected wire causing the mower not to start?

Look at the carburettor and see if there is a connection there....if the machine has an electric fuel tap it won't start no matter how hard you try.
