My LG TDC700045E tumble dryer drum rotates as soon as it is plugged in (and before the power button is touched on the front of the machine)

Any ideas what the cause could be?

I thought that maybe there was a fault with the start up capacitor, but I disconnected it and was able to start the drum by hand.
