I agree that the answer is NO. The heating element will overheat and burn out. The fan bearings appear to have siezed up. Can you turn the fan by hand? Does it turn freely? If it does, the electricityto the fan motor windings have probably come loose & needs to be reconnected. PLEASE, PLEASE disconnect the cooker from the supply first---I mean disconnect, not just switch off. This is probably a job for a qualified electrician. Be warned Don't mess if you don't know what you're doing!!!!
