peugeot jetforce wont pass 4000 rpm on carb?

reposted. can anyone help. had a carb fitted to my peugeot jetforce. it started nicely but same story it wont pass 4000 rpm. anyone with some bright ideas? a cdi unit? or how to bypass the ecu? or get rid of the ecu altogether?
