how to fix my vectra b 1.6?

my vectra B 1.6 wont rev about 3 and a half thousand revs changed oil plugs and fuel pump. at a loss what the problem is. any ideas??

yes the engine light does come on then go out
changed the air flow senser and air filter but have not checked the exhaust yet

Does the engine management light come on with the ignition then go out when the engine starts?
Have you checked/changed the air filter?
Have you checked for a blocked exhaust pipe?
