The small wire you refer to should be attached to the needle valve. The long 'tail' simply hooks over the 'tongue' on the float, to keep it (more or less) in contact with the top of the needle valve.
Hook the tail over the tongue as described, then with the needle valve hanging from the float, lower the assembly onto the inverted carburettor so the needle valve enters it's bore. Insert pin. Job done!
