Sounds like water in your service pipe, Its easily fixed but unfortunatly it may be an ongoing problem. Call national grid 0800 111 999, its a free emergeny service and they will be out to you within the hour. Although be aware, if you phone towards the end of the day it may not be pumped out untill late evening or even next day!!!
