how to lower emissions?

how can I lower the emissions on my renault clio 1.4 rt? I have changed the plugs,leads,air filter and added stp.What else can I do?HELP

Was the engine fully up to temperature at the time of testing?

I've over heard mechanics talking in the past that removing the air filter can lower the emison level as it sucks in more air better when engine hot for lower readings.
Can't guarantee as engine may be in bad state if not regularily serviced.
