Rich running on a Briggs and Stratton motor on a rotary?

My Briggs & Stratton motor runs erratically.
I cleaned the sponge air filter, when I checked the spark plug it was black (sooty). I think this indicates a too rich mixture. Any ideas on how to fix?

yes you are right, it does indecent that the engine is running rich, so clean the carburetor, after close needle valve by turning in clockwise (fully in) then open needle valve 1-1/2 turns counterclockwise, you should be able to run engine at this setting, then adjust to (smoothest operation)
