Samsung Fridge temperature problem?

Model number RS21FCNS Fridge Freezer. The Fridge section of this applicance has a problem, cannot seem to get Fridge to remain cool at the right temperature . Digital reading keeps going up and down flucuating between 2 and 18 and the inside is not keeping cool.
