How can I stop my Peugeot over reving?

My Peugeot 206 GLX 1999 over revs when I stop in a que of traffic for about the first 2 to 3 miles of my journey. If I try to pull away when this happens the cars stalls and I have to wait for a couple of minutes till the car will start again. It also happens when I am driving along but only stalls if I have to stop. It always seems worse the less petrol I have in. I have had the car looked at twice in a garage with no joy. Any ideas.

I had a 205 which had a leak in the manifold part of the exhaust which made her cut out ( this was caused by no gasket between the two connections so it was blowing just enough to make it cut out)
If not
I have a vauxhall vectra(never buy one, piece of p*ss)and it has problems and revs when the idle and idle sensor are dirty(can't particularly see the dirt) gave the parts a really good clean with carb cleaner and not a problem since( a problem which vauxhall couldn't pick up so they decided to rewire my cambelt sensor instead, bunch of tw*ts !)
