ford cargo 1984 break imbalance?

I have 1984 ford cargo 811 thats failed on test with an imbalance offside rear can anyone advice me how I can correct it.

Brake imbalance - that means a difference in braking effort on the same axle. What was the actual brake effort (in kN)?
If there was zero effort on one side then you know for definite that brakes aren't working on that side.
Could be a leaking wheel cylinder or a leaking hub seal. Either way oil or barke fluid will soak the brake shoes making them useless.
Also on smaller Cargos the brakes are air over hydraulic. Check that both brake master cylinder reservoirs are full of fluid. One may be empty due to a leak somewhere in the system. The system is usually split. If the reservoir is not full then the brakes on one side at the rear say will not operate.
