One hob ring doesn't work?

One of the rings on my cookers glass hob has stopped working properly, i was wondering as to what the problem might be and if i could fix it myself?

it is an electric ring :: this is the third cooker that its happened to::: does it mean the heavy cable for the cooker which is outside is worn away or rotted:? thanks
