MUNCHKIN Boiler Problems?

I have the above Boiler installed, and it is only 3 1/2 years old. I was trying to switch on the room thermostats to day and noted the heating system was not working. Cheked the boiler pressure, and it was zero(showing CE). I pushed the pressure reducing fill valve(green one) several times. Suddenly, a water flow came out from the outlet pipe, and it continued dripping,at the rate of 1 gallon per hour. I switch off the boiler thinking it was a problem, and after some time put it on again. Then pressure started rising exceeding 150.
I got upset and switched off the boiler again. Water dripping still continues.Can some body help me to solve this problem.

150 psi no way water would be spraying everywhere city pressure is usually at 60 psi. Must be reading wrong part of guage.
