Ford escort diesel k reg?

Can anyone help, i have an 1.8 escort diesel k reg, the problem is starting from cold, it wants to fire but dosn't. Changed the glow plugs, injectors, fuel filter, air filter, compresion test reads between 185 and 200 psi on all. Tried conecting the glow plugs direct to battery, this helps but still takes a while to start. Once started it is fine and will start all day long. It also seems to be a bit slugish, my next guess would be that the timing is slightly out, checked pump and camshaft and holes are aligned, has anyone come across the same problem ???? HELP !!!!!!!

jason,i have had a ford mondeo which had a simmilar problem
first i changed the leak off pipes from on top of the injectors which where brittle that seemed to cure it but the main problem was the fuel lines i found that because i had a habit of runnig the fuel tank low the fuel pick up pipe was slightly blocked with crap after blowing them clean the car was like new more power better starting good luck with these tips m8

CHECK COMPRESION WHEN COLD? SWIRL POTS IN CYLINDER HEAD 4-5MM CRACK IN POTS IS ACCEPTABLE THIS WILL NOT AFECT COMPRESION BUT WILL AFECT COLD START . ALSO CHECK GOVERNOR IN PUMP BEST WAY HOLD PULLEY TURN FROM SIDE TO SIDE IS THERE A CLICKING? IF SO REMOVE AN REPAIR THIS MOSTLY HAPPENS ON BOSCH PUMPS AN MAKES IT IMPOSSIBLE FROM COLD TO START
