sounds like the battery is almost dead and partly shorted out robbing enough power that the unit is stuck in limbo. it does not have enough power to advance or turn off. you can try resetting to turn it off. you can also put it on a charger for a day or so and see if there is any temporary improvement which indicates you need a new battery. tomtom ones and xl's are easy to change since they are inside the back cover. all the go models are much more complicated but supposedly can be done with a lot of patience. ebay is the best place to get a replacement, but prices vary and mah ratings vary. most li-ion batteries only last about 2 years, and tomtom wont fix this not to mention the exorbitant prices. this is something for an indepent repair shop. good luck
