Problem with Hotpoint BU62?

The top oven of our Hotpoint BU62 double oven works ok but the bottom (fan) oven seems to have stopped regulating temperature - it's either off or on full power so everything gets burnt very quickly! Has the element broken? Thanks for any advice!
