How do i fix a faulty Handrake?

The handbrake on my 99 escort is fully adjusted and it still doesn,t work doese anyone know a quick fix before i remove the drums.

the best way of fixing ur handbrake is to slacken of ur
hand brake cable right off remove drums making sure shoes are not worn and adjust brake shoes it might be
wise to rub down shoes and drums at this point to make
sure that brakes grip once you've adjusted up brakes adjusting up small notches at a time you will start to feel the brakes binding slighty don't worry if you over adjust as you can slacken off again and start again once you are happy with adjustment then rebuild back up.adjust up handbrake and that should fix it and always make sure ur car is safe to work on.
