how can i fix the burner in the oven appliance no 11-131-61 ?

i have a cannon coutre super oven and grill aplliance no 11-131-61 the burner wont fire up i have took the burner out and cleaned all the holes on replacement
there is a flame but no surge like a full gas flame the igniter is working but the power of the flame is weak
