Just changed the filter, hmm.
You have created an air lock. Removing air from a pipe line is known as "bleeding". You need to keep as much fuel in the line as possible while changing filters.
The lazy way to bleed the fuel line is to buy several cans of "easy-start" (starting fluid) and spray it into the air intake until the engine starts. Then keep spraying until is runs unaided.
Some engines are very difficult to bleed!
