My indicators wont flash, bought new flash unit and making a buzzing noise?

I have a chinese scooter - Lingben, 50cc.
I have started it up and the indicators wont work, just making a buzzing noise from the flashing unit. I have purchased a new flashing unit and it still buzzes and will not work, Any ideas??

check all indicator bulbs are ok. check wire connections on indicator bulb holders are clean and secure.
