Our Smith chime mantle clock has 3 key holes what is the third for? ?

We bought a Smith mantle clock which has three holes for key wind up. We cannot wind the centre one. What is this for. Also the clock stops often. Is this because of incomplete winding ? Is there a risk of breaking the spring by over winding ? ( The clock has chimes every 15 minutes).

the 3 keyholes are for a Westminster clock,and are as follows.
the one under the 3 is the QUARTER CHIMES
the one above the 6 is the TIME
the one under the 9 is the HOURS
